All parties conducted in-depth discussions on core issues such as emergency system construction, emergency integration with culture and tourism, and professional team establishment, and reached important consensus, laying out a blueprint for the high-quality development of emergency undertakings in Putuo District.

Accompanied by Xu Jun'an, Secretary of the Party Committee and Director of the Emergency Management Bureau of Putuo District, Zhoushan City, the participating representatives paid an on-site visit to the Emergency Rescue Base of Putuo District, Zhoushan City. Director Xu Jun'an detailed the overall layout, functional zoning, configuration of various advanced emergency rescue equipment and future office space planning of the base. He emphasized that taking this cooperation as an opportunity, Putuo District will comprehensively strengthen the people's self-rescue and mutual-rescue skills through diversified measures, effectively enhance the whole people's awareness of disaster prevention and mitigation, and consolidate the grass-roots safety line of defense.

At the meeting, Lou Jiangping, Executive Deputy Director and Secretary-General of the Hangzhou Representative Office of China Disaster Prevention Association, comprehensively analyzed the current situation and development trend of emergency management in Jiangsu, Zhejiang and Shanghai regions, and innovatively put forward the development concept of "emergency-oriented cultural and tourism projects". He pointed out that emergency popular science, disaster prevention experience and cultural and tourism industry can be deeply integrated, and safety knowledge can be popularized through immersive scenarios to effectively improve the whole people's disaster prevention literacy. Secretary-General Lou Jiangping made it clear that he plans to take Baisha Island as the first pilot site, carry out pilot work steadily, strive to realize the project landing in the second half of 2025, and build a new benchmark for the integration of cultural tourism and emergency response.
